DROGHEDA GRAMMAR SCHOOL PARENT TEACHER ASSOCIATION CONSTITUTION 2015

 

  1. NAME
    The name of the Association shall be “The Drogheda Grammar School Parent Teacher
    Association”.

2.   AIMS OF THE ASSOCIATION

  1. To promote and maintain good communications between the Board of Management,
    by a method to be agreed with the Board each year, Staff and Parents/Guardians.
  2. To consult with the Board in the election of the Parent Representatives to
    the Board of Management, the electorate being the Parent/Guardian members
    of the Association .
  3. To provide opportunities to discuss matters of common interest.
  4. To organise activities to promote the welfare of the School and its Students.
  5. To inform the Parents and Guardians, of the children attending Drogheda
    Grammar School, of developments in education and in the school.
  6. To promote the participation of the role of the Parents and Guardians in the
    education of their children.
  7. To advise the principal and the Board on any matters relating to the school
    in accordance with the Education Act, 1998.
  8. To apply funds of the Association towards the educational benefit of students
    and/or the school.
  9. To raise finance and to collect funds to be applied towards the promotion of
    the aims of the Association.

3.  MEMBERSHIP

  1. Parents/Guardians of Students currently attending Drogheda Grammar School are deemed to be members of the Association .
  2. The Principal and members of the Board of Management shall be deemed to be members of the Association.
  3. All teaching Staff shall be deemed to be members of the Association.

 

4, ANNUAL GENERAL MEETINGS

  1. The AGM shall be held before the end of September each year.
  2. Not less than Two weeks notice of the AGM or any General Meeting shall be given to each member.
  3. The Committee of Drogheda Grammar School Parent Teacher Association shall endeavour to furnish individual notices in writing of the date, time and place of the AGM to the parents or guardians of the children attending Drogheda Grammar School. However the posting of a Notice, setting out the date, time and place of the AGM, on at the school website, www.droghedagrammarschool.ie, not less than fourteen days prior to the
    date of the proposed meeting, shall be deemed to be sufficient compliance with the requirement set out at paragraph 4(2) of this Constitution.
  4. An election shall be held at the Annual General Meeting in which not less than eight (8) and not more than fourteen (14) Parents/Guardians shall be elected to the Committee of the Association.
  5. The committee shall, at the conclusion of the election of the Committee, come together and set a date for a meeting to elect the Officers of the Association, which shall not be more than fourteen days after the date of the AGM. At this meeting, each member of the Committee shall be given a copy of the Constitution.
  6. The Committee shall call extraordinary General Meetings when the Committee deems it desirable or when a written request to call an Extraordinary General Meeting is received by the Committee, signed by at least 20 members.
  7. General Meetings shall be chaired by the Chairperson, or in the absence of the Chairperson by the Vice Chairperson. Otherwise the Committee shall elect one of its members to chair the meeting.
  8. A quorum for any General Meeting shall be 20 members of the Association, of which not less than 75% of those present and voting shall be Parents/Guardians.
  9. The proceedings of all Annual General Meetings shall be held in a minute book to be kept by the Secretary, and shall include the names of the Committee members present and Committee members who have sent apologies.
  10. The first business of each AGM shall be the reading of the Minutes of the previous AGM, the consideration of those Minutes and signing of the Minutes by the Chairperson.
  11.  The Annual Family Membership Subscription shall be determined at the Annual General Meeting.

 

5. THE COMMITTEE OF THE PTA

  1. The Committee shall consist of not less than Twelve and not more that
    Twenty members and shall be constituted as follows:
    (i) The Principal of the school shall be ex-officio a member of the Committee
    (ii) Not less than one (1) and not more than three (3) members of staff who shall be elected by the staff
    (iii)Not less than eight (8) and not more than fourteen (14) Parents/Guardians, with no more than one          member from each family unit, who shall be elected at the Annual General Meeting
    (iv) The Parents’/Guardians’ nominees to the School Board of Management shall be ex officio members of the committee.
  2. The Committee shall elect the following Officers from among its elected Members.
    i. Chairperson
    ii. Vice-Chairperson
    iii. Treasurer
    iv. Secretary
    v. Public Relations Officer.
  3. Where an officer of the Committee resigns the Committee shall elect,
    from its elected membership (including incumbent officers) a person to
    fill the vacancy.
  4. Incumbent officers putting themselves forward to fill a vacancy shall hold
    their current office until after their successful election to the vacancy.
    They shall then resign their previously held office and a further election
    shall be held to fill the vacancy thereby arising.
  5. If a member of the Committee resigns or otherwise leaves, the Committee
    may co-opt a member of the association to fill the vacancy in the
    membership of the Committee. No more than two co-options shall occur
    in any one school year.
  6. The Committee shall meet one or more times each Term. Notice of such
    meetings shall be given to each Committee Member, within a reasonable
    time.
  7. The quorum for such meetings shall be 8 of the members of the Committee.
    h. The proceedings of all meetings shall be held in a minute book to be kept
    by the Secretary, and shall include the names of the Committee members
    present and members who have sent apologies.
  8. The first business of each meeting shall be the reading of the Minutes of
    the previous meeting, the consideration of those Minutes and signing of
    the Minutes by the Chairperson.
  9. In the event of a vote being required on a proposal at meetings of the
    Committee, a simple majority of those present shall be required. In the
    case of an equality of votes, the Chairperson shall have a second or casting
    vote.
  10. If a member misses two consecutive meetings without a valid reason,
    he/she shall be deemed to have resigned from the Committee and shall
    be notified of this by the Secretary.
  11. Subcommittees may be set up for particular tasks. These subcommittees
    may co-opt members of the Association to assist in their work. These
    subcommittees may not make decisions. They are accountable to the
    main committee and shall furnish a report to the Committee when requested.
  12. Any funding approved by the Committee in an Academic Year, but not drawn down in that particular year, must be reapplied for to the incoming Committee.

6. ELECTIONS
The Parent Members shall be elected annually by the Parents/Guardians present at
the AGM, in the following manner:

  1. Candidates shall be proposed and seconded.
  2. Nominations for election to the Committee may be accepted during the course of the Annual General Meeting.
  3. The committee shall make a list of all Candidates Nominated.
  4. In the event that the list of candidates does not exceed Fourteen in number, then all the candidates named on the list shall be deemed to be elected.
  5. In the event that the list of candidates exceeds Fourteen in number, then an election shall be held according to the following rules.

(i)   The names of all Candidates shall be put forward for election.
(ii)  The Committee shall appoint two members of the association as returning officers for the election.
(iii)  Every Parent/Guardian member present at the meeting shall be entitled to a single ballot to vote for one                 Candidate only.
(iv)  Those Candidates achieving the highest numbers of votes shall be deemed to be elected.
(v)   In the event of a tie for the final place or places, the names of those persons shall be placed before the meeting for a second ballot and those candidates achieving the highest (to the required number of places) numbers of votes shall be deemed to be elected. If after a second ballot there still remains a tie the matter shall be decided by drawing lots.

   7.Staff members shall be elected by the teaching staff at a General Teaching Staff Meeting prior to the date of the     AGM. The election procedure shall be the same as set out for the election of the Parent/Guardian committee members mutatis mutandi .

8.  All elected members of the Committee shall retire each year on the election of a new Committee.

9. Subject to the condition set out in sub paragraph (i) an elected Parent/Guardian Member of the Committee shall be eligible for re-election
10. In the case of a Parent/Guardian being an elected committee member for three consecutive years, a one-year break from Committee membership shall apply prior to that person going forward for re-election to the Committee.
7. RESTRICTED TOPICS
In accordance with the National Parents Council rules, the Committee shall not discuss
matters relating to:

a. Individual Students
b. Individual Parents
c. Individual Board of Management Members
d. Individual Members of Staff.
8. AMENDMENTS TO THE CONSTITUTION
a. Amendments to the Constitution shall be made at the AGM by a two-thirds majority
of the members present and voting, subject to the requirement for a
quorum to be present.

b. Proposals to amend the Constitution shall be proposed and seconded and
lodged with the Secretary of the P.T.A. at least two weeks before the AGM.
c. These proposals to amend the Constitution must be sent out to Members of the
P.T.A. with the notice convening the AGM.
9. AFFILIATIONS
a. Drogheda Grammar School Parent Teacher Association shall affiliate to the National Parents Council – Post Primary each year at the discretion of each new committee.
b. The Committee shall elect the appropriate number of school delegates to the
County Board.
